Howard County's transfer tax rate has been 1.25% since July 2020, collected by the county Department of Finance when a deed is recorded in the county Land Records. FEMA issued preliminary flood maps for Howard County in August 2025, and the appeal period runs from September 29 to December 28, 2026. The county's DFIRM viewer shows current and preliminary floodplains, and the county names Main Street in Ellicott City, Elkridge and Allview Estates among areas that occasionally flood. It tells buyers to check flood hazard before they buy, so check yours first.
