New riverine maps, including the Blackwater River, took effect January 9, 2026, while coastal maps date from December 2015. Low-lying creeks face sea level rise
The county's comprehensive plan says the area is vulnerable to flooding and sea level rise from rising seas and sinking land. It names low-lying reaches of Lawnes Creek, the James River, Jones Creek, the Pagan River, Cypress Creek and Chuckatuck Creek as at risk.
